Web18 jan. 2024 · I had the same issue, but when I've set apply_allocation_policy = true and allocation_weight = "1" it works fine. I guess that the default value of apply_allocation_policy in Azure is true - and this is why everything works fine from GUI (I do not see the option to set this value to false in GUI), but in terraform plugin it is set to False by default.
